After their close 22-run victory over India in the third Test at Lord’s, England have been sanctioned for having a slow over rate, an offence that has resulted in them losing valuable WTC points during the current ICC World Test Championship cycle.
Under Article 16.11.2 of the playing conditions of the WTC, sides are penalized a point for each over they fall short after considering the time allowances. England had been two overs short and thus lost 2 WTC points.
England Lost WTC Points, Falls to Third Position

As a result of this, England’s points tally for the WTC has gone down from 24 to 22, and percentage points have dropped from 66.67% to 61.11%. With that, England has fallen from second to third in the World Test Championship points table, now behind Australia and Sri Lanka.
Financial Penalty Also Handed Out for Over-rate Offense
In addition to the deduction of WTC points, England’s team has also been fined 10% of their match fees for their slow over rate. The charge was accepted by Captain Ben Stokes, which resulted in a formal hearing not being required.

Shoaib Bashir Seals Win, But Suffers Injury

As the match hung in the balance, young spinner Shoaib Bashir, who was playing despite having a broken finger, got the wicket of Siraj to secure victory for England. The emotional victory ignited jubilant scenes among English cricketers while India was left distraught.
Bashir, though, has been ruled out of the rest of the series because of the injury. Liam Dawson has been appointed as his replacement for the fourth Test at Old Trafford, which will start on July 23.
