The reason behind it is that the Asia Cup council which conducts this whole tournament always tries to prepare the Asian cricket playing nations as per the kind of ICC tournament which is going to happen in the near future.
#1. Why this year’s Asia Cup is operating in the T20 format?
Just like this year in the month of October ICC T20 World Cup 2022 is going to happen, that’s why the Asia Cup council decided to keep the T20I as the format of the tournament. So that the Asian teams will get a more competitive and proper drilling environment to compete strongly in the upcoming ICC World T20, similarly the 2018 addition of Asia Cup happened in the 50-over format because the 2019 World Cup is on the verge of happening.

Very similarly the 2016 edition of Asia Cup happened in the T20 format because the T20 world cup of that year was on the way. Traditionally since the start, Asia Cup used to be played in the one day international format but the sharp move which the Asia Cup council played to prepare asian teams more vigorously for the competitions of world stage could be said as the game changer.
Because not a single tournament organising council had this approach to benefit the teams which are playing in the league, so the credit of this invention has to be given to the body of Asia Cup council directly.
